Infilling: Addition Proposed for 40 College

A two-story addition is proposed to an existing two-family, two-story residence at 40-42 College Street. The property is within the Allentown Preservation District and requires variances from the Zoning Board of Appeals and Preservation Board approvals.

The property owner, Kevin Bescker, is seeking a variance for a garage setback 17 feet from the front façade rather than the 20 feet required and a reduced build-to front façade percentage of 49 percent where 65 percent is required. Abstract Architecture is working on the plans.

This is a double wide lot, and the desire is to create an addition that mimics the feel of a second dwelling as if on a separate lot. The approval of this variance allows for the addition to maintain the feel of the street, matching roof lines of the existing dwelling and of a scale of other houses on the street.

The requested variances allow for an addition to an existing two-family (upper/lower) dwelling that includes an attached garage. The second-floor dwelling unit is owner occupied. There will be living space added to the upper unit of the existing residence, proposed to be located over the garage. As part of the proposed design, we are requesting two variances. The Garage in its desired location will be less than the minimum distance required behind the existing front facade of the residence & the front facade width of the proposed renovated dwelling will be less than the minimum build-to-percentage.

The approval of the variance will allow the Property owner to have off-street parking and enclosed secure storage on the property for both the property owner and the first-floor dwelling unit tenant. Although a safe neighborhood, the ability to have an attached garage will provide added security for both the Property owner and his personal property. The proposed location of the addition allows for existing rooms on both floors to maintain original window locations, and interior historic construction, which is important to the Property owner.

The Zoning Board of Appeals will review the project on Wednesday.
