Court docs: Lawmaker exposes himself to neighbors while urinating

LOCKPORT N.Y. (WIVB) – A Lockport city lawmaker accused of harassment faced a judge on Monday.

Bizarre allegations are being made against Republican Alderman Mark Devine. He’s accused of urinating outside his home in front of his neighbor’s children.

Devine made a quick exit from the courtroom on Monday morning and did not make a comment to a News 4 photographer.

News 4 is learning more about the criminal case against him from police statements we’ve received from the court clerk.

Devine faces two counts of harassment in the second degree, which is a violation in New York state. The case dates back to April 11 when police received an initial report from a neighbor of Devine’s that the alderman allegedly urinated outside of his home between a neighbor’s home in the sight of children.

Statements that Devine’s neighbors have given to police say that Devine has been seen urinating outside his home on “multiple occasions in the past,” one time while a neighbor was buckling her daughter in a car and on another occasion when children next door were just 10 feet away.

Statements given to police said that Devine has been seen exposing himself and that this type of behavior has been going on for at least two years, knowing that his neighbors are outside and present.

“I would like to pursue charges because I feel this is inappropriate and disgusting,” one neighbor told police. “I feel Devine should know better.”

The case against Devine has been adjourned until July 1. News 4 has attempted to contact Devine multiple times, but has not heard back.
